Abstract
Development communication is a method of communication which strengthens the development
process. However, achievement of the desired objectives depends on the investigation of the practical
capabilities and their challenges. Further, there should be a prescribed mode to send the development
message, through approaches such as participative, internal-origin, imminent and traditional folk
media.
The capital and technology are essential components in Sri Lankan development. However, the
knowledge base required to connect them is waiting to be properly, discovered. It is evident that
though capital and technology is at an advanced level, the knowledge base required for connecting the
factors are not readily available. In this presentation, it is proposed, that the knowledge-based
methodology can be used to connect neo-capital and technology to the development communication
process of state and private sector in Sri Lanka
